Import, export and permit requirements vary by item category and change; several categories — biological material, genetic resources, items of cultural value, controlled chemicals, radio equipment — carry specific rules. The science is planned, the team is ready, and the equipment is held at customs for three weeks.
This is among the most common ways a field season goes wrong, and it is also among the most avoidable — the causes are known and the lead times are known.
Why equipment gets held
Four reasons, in rough order of frequency:
No clear statement of purpose and duration. Equipment arriving with no documentation about why it is entering and when it will leave sits in an ambiguous category.
Value declared incorrectly. Under-declaring to reduce duty creates a problem that is much larger than the duty; over-declaring creates cost.
The item falls in a regulated category nobody checked — radio transmitters, laser devices, drones, certain sensors, anything with encryption.
No local recipient. Shipments consigned to an individual rather than to an institution are handled differently and usually worse.
The fix for all four is the same and it is the central point of this article: the partner institution should be the importer of record, and the paperwork should be prepared with them, not by you alone.
Temporary import
Equipment coming in for a defined period and leaving again is a different category from equipment being imported permanently, and it is usually the right one for fieldwork.
What it typically requires:
A detailed inventory with serial numbers and values — prepare this early, and keep a copy with each case.
A stated purpose and a stated return date.
Some form of guarantee or deposit against the duty, released on re-export.
An institutional sponsor on the Vietnamese side.
Two practical points: the same inventory is used on the way out, so it must match exactly — an item consumed, broken, or left behind needs documenting; and the return date matters, so build in margin rather than declaring the last possible day.
What needs a permit
Rather than a list, which changes, the rule is to check anything in these groups with your partner and the relevant authority:
Biological material — plant, animal, human, soil, microbial. This group has the most requirements and the longest lead times, in both directions.
Anything that could be genetic resource — this has its own international and national framework, and getting it wrong has consequences beyond a delayed shipment.
Chemicals, including reagents that are routine in a lab.
Radio-transmitting devices, drones, survey instruments.
Items of cultural or archaeological value — including in the other direction, out of the country.
Personal data on physical media — increasingly regulated and often overlooked because it looks like just a hard drive.
Shipping samples out
This is where the most serious problems occur, because the consequences extend beyond logistics.
Four requirements to settle before collection begins, not after:
The export permit, applied for through the partner institution. Lead times can be long.
An import permit on the receiving end — often required in parallel, and the two must be consistent.
A material transfer agreement stating what may be done with the samples, what happens to unused material, and whether onward transfer to third parties is allowed. This should exist before anything moves.
Benefit-sharing arrangements where genetic resources are involved.
And a point that is about the partnership rather than the paperwork: a portion of material should normally remain in Vietnam, held by the partner institution. Shipping an entire collection out — legally and with every permit in order — still leaves the partner unable to do anything further with material collected in their own country.
Timeline
Working backwards from the fieldwork start:
Six months: identify what will move in each direction; start permit enquiries for anything in the regulated groups.
Four months: permit applications submitted; material transfer agreement drafted.
Two months: inventory finalised; temporary import documentation prepared with the partner; freight forwarder engaged if used.
One month: shipment dispatched, if by sea. Air freight is faster but the customs step is the same length either way.
The most frequently underestimated item is permit processing, and it is the one least responsive to urgency.
Practical measures
Five things that reduce risk substantially:
Use a freight forwarder with experience of research shipments in that country. The cost is small relative to a held shipment.
Carry critical small items as accompanied baggage where permitted, rather than shipping them — but check first, since some categories are worse in baggage than in freight.
Bring spares of anything that will stop the work if it fails.
Ask what can be sourced or rented locally. This is often more than expected, and it avoids the problem entirely.
Have a named contact on the ground who can act if a shipment is held — someone with the authority and the language to deal with it.
If something is held
Three things:
Route it through the partner institution rather than trying to resolve it directly — they know the process and have standing you do not.
Provide whatever documentation is asked for quickly and completely.
Do not attempt informal solutions. Beyond the legal and ethical problem, it creates a record that follows the partner institution long after you have left.
